Bengaluru (Karnataka) [India], August 13: India’s hotel industry is in the middle of its biggest building spree in two decades. Listed operators are on track to add more than 70,000 rooms by 2030. Over 100 hotels are expected to open in the next fifteen months alone, led by IHCL, Marriott, Hilton, Accor and ITC. Branded openings last year totalled nearly 9,000 keys – and for the first time, the majority of that growth, roughly 64%, landed in Tier 2 and Tier 3 cities rather than the usual metro strongholds.
On paper, this looks like a straightforward good-news story: rising incomes, a 40% jump in domestic travel, and a government pushing tourism as a growth engine. But talk to any hotel operator opening a property in Amritsar, Udaipur or Lucknow this year, and the conversation quickly turns from room counts to a much harder problem – who is going to run the front desk, the kitchen and the housekeeping floor once the ribbon is cut.
The shortage behind the shine
India’s hospitality sector is currently short an estimated 150,000 trained professionals, and annual staff turnover in entry- and mid-level roles runs at 40–45%, more than double the 15–20% typical of other industries. The World Travel & Tourism Council projects India’s travel and tourism workforce gap will widen to 11 million people by 2035 – the second-largest shortfall of any country it tracks, after China. Roughly 70% of the people currently available for hospitality roles have no formal training or certification at all.
These aren’t abstract numbers. Hiring cycles for skilled roles now stretch 3–6 months, which is long enough to delay a property launch outright. Understaffed hotels see guest satisfaction scores fall by 25–30%. Emergency hiring and overtime push labour costs up by as much as 40–60%. And every unfilled front-desk or F&B role becomes a review on a booking site before it becomes a solved problem.
The mismatch nobody’s pricing in
Here’s the part of the story that gets missed in most coverage: the shortage isn’t just a numbers gap – it’s a geography gap, and the two supply curves are moving in opposite directions.
New hotel supply is deliberately chasing Tier 2 and Tier 3 India – Amritsar, Chandigarh, Dehradun, Lucknow, Navi Mumbai, Udaipur and dozens of emerging religious and wedding-tourism destinations are absorbing the bulk of new signings. Meanwhile, India’s hospitality training infrastructure has stayed almost exactly where it was a decade ago: concentrated in a handful of metros. The country has only 2,000–3,000 formal hospitality training centres in total, and the ones with real capacity and brand-recognised curricula sit overwhelmingly in Delhi, Mumbai and Bengaluru – cities the new supply wave is actively moving away from.
So a hotel group signing five properties across smaller cities isn’t just fighting a talent shortage. It’s fighting a talent shortage in exactly the markets where trained talent is hardest to find, competing for the same local graduates that retail chains, e-commerce warehouses and BPO campuses – all expanding into the same Tier 2/3 cities – are also chasing, often with better hours and comparable starting pay.
That’s a structural mismatch, not a cyclical one. It won’t correct itself as travel demand normalises, because it isn’t caused by demand volatility. It’s caused by where the training capacity physically sits.
Why the old playbook won’t fix it
The traditional fix – send candidates through a three- or four-year hotel management degree and hire on graduation – was already struggling before this expansion wave. Hospitality has never fully shaken its reputation as a low-paying, dead-end job among young jobseekers, and curricula at many institutes have been slow to catch up with what a modern, tech-enabled property actually needs on day one. Add the post-pandemic exodus of experienced mid-level staff into steadier industries, and India entered this expansion phase with a workforce pipeline that was already running below capacity – now being asked to staff double the geography in half the time.
Big brands have effectively conceded this. The Leela has set up its own Centre of Excellence with Le Cordon Bleu and GD Goenka University, targeting 3,000 trained professionals. IHCL has signed on to build a hospitality institute in Aurangabad and a skills centre in Goa. Accor is running its own “Accelerate” certification pipeline for first-generation hospitality workers. These aren’t CSR side-projects – they’re admissions that the industry can no longer outsource its talent pipeline to the traditional college system and expect it to keep pace with an expansion measured in months, not years.
The opportunity hiding in the problem
The operators pulling ahead in this cycle aren’t the ones with the most aggressive expansion targets – they’re the ones treating workforce readiness as a pre-launch deliverable, not a post-launch scramble. That means building or buying training capacity in the same Tier 2/3 markets where the rooms are going up, running academy-style foundation training before a property opens rather than after, and putting a real career ladder in front of entry-level staff so the 40% turnover number stops resetting the clock every eighteen months.
One five-property hotel group that shifted to this model – investing in structured academy and on-site training instead of chasing external recruitment – filled 90% of its staffing gaps internally within a year, cut turnover from 45% to 28%, and opened two new properties on schedule. That’s not a training success story. That’s a growth-enablement story, which is what boards and investors actually care about.
India doesn’t have a room problem. It has 3.4 million hotel rooms already and tens of thousands more on the way, backed by real demand. What it has is a readiness problem – and in an expansion this fast, readiness is the only thing standing between a room count on a slide deck and a hotel that’s actually open for business.
