New Delhi [India], August 24: The National Horticulture Board (NHB) has recently revised provisions under its Commercial Horticulture and Cold Storage Scheme, including the level of financial assistance available for protected-cultivation projects in General Areas.
Under the revised framework, financial assistance for eligible protected-cultivation projects in General Areas has been revised to 35%. The updated guidelines also introduce eligibility restrictions for serving Ministers, Members of Parliament, Members of Legislative Assemblies and certain categories of government officials.
These changes are intended to strengthen the framework governing NHB assistance and clarify eligibility under the scheme.
At the same time, the revised assistance structure has important implications for farmers and entrepreneurs planning or implementing protected-cultivation projects.
The importance of transitional provisions
Greenhouse and other protected-cultivation projects are not completed within a few weeks. A project can involve several stages, including crop and market assessment, preparation of a detailed project report, bank appraisal, loan sanction, NHB processing, construction, inspection and subsidy release.
As a result, a policy change can affect projects that were initiated under an earlier set of financial assumptions.
This makes the treatment of ongoing and pending applications particularly important.
The revised circular provides that ongoing and pending LoC/GoC applications and subsidy claims will be considered on a case-to-case basis under the amended framework.
For farmers and financial institutions, clarity on the applicable transition arrangements will therefore be important.
Questions may arise regarding projects at different stages, including:
- projects already under construction;
- projects for which Grant of Clearance has been issued;
- projects where bank loans have already been sanctioned;
- applications awaiting Grant of Clearance;
- projects currently under bank appraisal; and
- subsidy claims that are already being processed.
Clear and consistent guidance on these categories would help farmers, banks and implementing agencies plan their next steps.
The financial impact of the revised assistance
The reduction from 50% to 35% can have a significant effect on project financing.
For example, if a project has an eligible cost of ₹2 crore, assistance at 50% would amount to ₹1 crore. At 35%, the assistance would be ₹70 lakh.
The difference is ₹30 lakh.
The actual assistance available to an individual project will, of course, depend on the applicable scheme provisions, eligible project cost, prescribed cost norms and other conditions.
For projects already under financial appraisal, a change in the expected assistance can therefore require farmers and lending institutions to reassess the project’s financing structure.
Rising importance of project costs
Protected cultivation involves substantial investment in structures and supporting infrastructure, including galvanised steel components, polyfilm, insect and shade nets, irrigation and fertigation systems, electrical equipment, pumps and transportation.
Changes in material prices, logistics expenses, financing costs and applicable taxes can influence the overall cost of establishing a greenhouse.
For this reason, realistic cost norms and timely revision of admissible project costs remain important for the development of protected cultivation.
Supporting technology adoption
Protected cultivation can help farmers pursue high-value horticulture, improve control over growing conditions and make more efficient use of resources when appropriately designed and managed.
However, these projects also require substantial upfront capital.
Predictable financial-support policies can therefore help farmers and financial institutions make long-term investment decisions with greater confidence.
The revised NHB framework provides an opportunity to strengthen the scheme while also ensuring that farmers and lenders have sufficient clarity regarding implementation.
A possible way forward
The sector could benefit from clear transitional guidance covering projects that were initiated before the revised provisions came into effect.
In particular, stakeholders would benefit from clarity regarding projects that already have:
- sanctioned bank loans;
- issued Grant of Clearance;
- pending Grant of Clearance applications;
- approved project reports; or
- construction already underway.
A clearly defined transition mechanism could help prevent uncertainty for projects that were planned under the previous financial framework.
At the same time, strengthened eligibility and compliance provisions can help ensure that government assistance reaches eligible beneficiaries and that public funds are used effectively.
The broader objective
The objective of horticulture-support programmes is to encourage productive investment, technological adoption and modern agricultural infrastructure.
The latest NHB amendments should therefore be viewed in the broader context of improving scheme implementation while maintaining adequate support for genuine agricultural investment.
For farmers, banks and project developers, the immediate priority is clarity: understanding the revised assistance levels, eligibility requirements and treatment of projects already in the pipeline.
A transparent transition framework, together with regular review of project cost norms, could help ensure that the revised policy remains practical for both farmers and implementing agencies.
The central challenge is to maintain strong oversight of public assistance while continuing to encourage investment in modern horticultural infrastructure.
